The overall project package consisted of two new substations, expansion of two substations and rebuilds of three more, all within a 24-month period.

The HDR-Wilson team led the project under a single team that included the same key personnel for all seven substations.
Work began in June 2016, and as work progressed on the first substation, HDR-Wilson, together with Grant County PUD, worked on design and logistics of the next substation.
Various tasks included:
- Public utility studies, coordination and site surveys
- Geotechnical engineering and testing
- Validation of site conditions and the client’s budget
- Project design
- Coordination and installation of client-provided equipment
- Cost estimating and reporting
- Value engineering
- Lifecycle cost analysis
- Design and construction scheduling
- Permitting
- Project closeout and documentation
- Device configuration and commissioning including but not limited to HV and LV testing and acceptance.
